A 78-meter observation tower built in November 2009 on the site of a sewage treatment plant, with one basement floor and four above-ground floors. It was remodeled into an ecological learning experience center linking the geographical environments of Osancheon Stream, the sewage treatment plant, and the Malgeumteo Park, and opened in June 2011. It serves as a learning space through various attractions and experiences, as well as a resting place for citizens.
